EXCERPT: [On Section 112 Credits] Many of the leading universities by the late 1950s felt that they were pinned in by deteriorating cities around them. [Administrators] said, we can’t be expected to fight communism here on earth and in space if we are trapped by deteriorating neighborhoods. We need to have secondary tools to redevelop and expand our campuses.
